The overall aim of the evaluation was to review the current status of the MHSPSP, particularly its contribution to the implementation and performance of the FOURmula One  for Health, monitor the Programme achievements against approved work plans, and identify areas of concern for remedial actions. The mid-term evaluation was likewise required to identify lessons leant during the initial years of the MHSPSP implementation and provide ways for integrating these into future interventions. The specific objective was to focus on progress towards achieving results, with particular attention to performance against established targets and indicators.

• Review of reports, assessments, studies, databases related to the Programme implementation, including TAPs, FA, related PIHPs and reports generated by the DoH and the World Bank
• Conduct meetings and interviews with relevant officials at the DoH central and Centres for Health Development (CHDs) and DoH-ARMM
