Description:A team of in total 5 experts are working on this review. The purpose of the review is : 1. To consider the progress of the PDPHCP with particular regard to the programme objectives and result areas as set out in the Financing Agreement/Contracts. 2. To consider the current polices, practises and the implementation strategy of the PDPHCP for the achievement of the project purpose and results agreed under Finance Agreement/contracts. 3. To make recommendations to the PDPHCP on how the current program and the remaining period of the program can be strengthened at both a substantive and policy level in order to enhance the impact and outcome of the current program are met as is envisaged in the Financing Agreement/Contract. 4. To make recommendations particularly on the appropriateness of the current indicators utilised by the PDPHCP as set out in the logframe contained in the Financing Agreement/Contract. 5. To advise on whether the current administrative and staff support structure requires any change in order to efficiently implement the last half of the programme and proposed re-orientation /extension (if necessary) 6. To assess the performance of the management of PDPHCP relative to the PDPHCP programme objectives and result areas. 7. To conduct an institutional assessment in accordance with Article 53(6) and Artice 164 of The Financial Regulation applicable to the general budget of the European Communities to ensure that the actions financed from the Community budget have been implemented correctly 8. To provide a basis for a decision by the European Commission to release the second tranche of funding (€25m) 9. To assess whether the programme should be expanded to cover the remaining four Provinces that are not included in the programme currently (funds available could amount to an additional €20m) 10. In the context of 8 and 9 above, the preparation of a draft Financing Proposal.
