| Description: | The European Commission (EC) has committed a total of over €29 million from Stabex 99 to help fund inter alia an Education Sector Investment and Reform Programme (ESIRP) (within the context of a National Education Reform Programme 2004-15) to be implemented by the Ministry of Education and Human Resource Development (MEHRD) from 2004. This was formalised by the Framework of Mutual Obligations (FMO) signed in 2001 specifically to assist in the improvement and reform of educational service and delivery in the context of a Sector Wide Approach (SWAp) and stipulated that funding should be targeted at basic education and educational reform. The overall objective of the review is to assess the relevance, efficiency, effectiveness and sustainability of Stabex 99 ESIRP interventions and to formulate recommendations into an agreed Action Plan for the next phase. |
