| Description: Education for All (EFA) 2004-2009 in Nepal was a five year strategic plan within the EFA 2015 framework. EFA’s background, rationale, aims, objectives, implementation strategies and financial framework is presented in Core Document (CD)3 (2003). It has three objectives: • Ensuring access and equity in primary education • Enhancing quality and relevance of primary education • Improving efficiency and institutional capacity This mission was based on the goals of the Dakar Framework of Action that are reflected in the six programme components: 1. Expanding and improving early childhood development 2. Ensuring access to education for all children 3. Meeting the learning needs of all children including indigenous peoples and linguistic minorities 4. Reducing adult illiteracy 5. Eliminating gender and social disparities 6.
